Notes from the public forum held on 05 February 2026
There were five members of the public present. Concerns were raised about a development that seems to not be as the plans suggest due to lack of room to install drainage as per the conditions. Is there a distance from a neighbours oil tank where new properties should not be built? Dist Cllr Ashton will look into this matter. A caravan is not disposing of waste in the correct manner, Dist Cllr Jones is dealing this issue. Parking on the grass verges around the village, especially at Main Road is causing the verges to be muddy and make the village look a mess, residents should not be parking on the grass verges. Parking at the bus stops, where there are clearly signs stating no parking, still continues, enforcement is via LCC.

a. County Cllr Hume was not present.
b. Dist Cllr Jones reported that Lincoln had cancelled its elections.
c. Dist Cllr Ashton reported on the Local Council Reorganisation, the ELDC Local Plan will not be amended until the National Planning Policy Framework consultation has finished.

It was proposed by Cllr Sherriff and seconded by Cllr Hopkins that the minutes be signed as a true record, all agreed.
5. Clerk’s report
a. A highways survey has been competed on behalf of the Parish Council, no amendments were requested.
b. The precept form has been returned to ELDC, the tax base of 388 means a payment of £103.09 for a Band D property to the Parish Council.
c. The cost of the LALC Annual Training Scheme will be £174.00, it was resolved to pay this.

Objections were made to the following planning application:
03662/25/OUT - The Executors of Audrey Braybrooks - Outline erection of 9 dwellings at Land adjacent to Minton, Main Road
The access is too near a bend in the A16, site lines need to be considered to be longer than normal due to the speeding traffic at this point in the highway. The development to the rear of this property will encourage further development at the rear of properties on the eastern side of the A16. The waiting time to visit a doctor in Stickney is over 4 weeks, this will be increased when the existing approved planning applications are built, this proposal will add to the waiting time.
03737/25/FUL - Mr & Mrs Cooper - Extension of existing dwelling to provide additional living accommodation on the site of part of the existing dwelling which is to be demolished. Removal of existing outdoor swimming pool and installation of indoor swimming pool. Erection of a detached garage at The Slates, Main Road

11. To consider ‘Hobson Drive’ for the name of the new development at Main Road
a. The street name was discussed and it was resolved that, due to previous street name choices, Hobson Drive would not be suitable.
b. Following discussion it was resolved that Fieldside Close should be the name of the road.
12. Cemetery update regarding works ordered to be carried out
a. The work on the hedge and the tree has been carried out.
b. The branches overhanging the war memorial will be removed free of charge.
c. The work on the footpath has been ordered.
d. The work to the Garden of Remembrance has been ordered.
13. To receive update regarding gov.uk email addresses
There is nothing to update at this time, but an offer of help, from a nearby Clerk, to sort this out will be accepted.
14. To receive update regarding proposed cycle route from Stickney to Sibsey Northlands.
An email received from LCC stating that there are no funds available for a cycle route, the funding pot has been replaced by the Local Transport Grant which goes directly to the Mayoral Authority.
15. Highways:
a. To receive update on volunteers for the Community Speedwatch Scheme
Cllr Burton reported that some letters, sent to volunteers, had gone astray, these will be sent out again.
b. Any other highway matter
i. Parking on the pavements is an issue in some areas of the village. Residents with scooters, pushchairs and wheelchairs need to stay on the pavements.
ii. A bridge at Stickney Lane needs to be inspected, it seems to be sinking in the middle.
iii. Potholes should be reported on Fix my Street. LCC ask that this be done when emails are sent to them.
iv. Speed markings on the highway as you come into the village from Sibsey should be painted on the road.
v. Road markings at the junction of Horbling Lane and Main Road need to be renewed.
16. Play area
a. To receive play area report
i. Everything with the equipment is in order, however the bins were overflowing. Some volunteers emptied the bins, thanks were expressed to them.
ii. There was a lot of dog poo bags in the bins, this is not acceptable in the children’s play area.
b. To receive update regarding the grant for the new bins
i. The Councillors Community Grant for the new bins was approved and the money has been paid into the bank account. The bins will be purchased in due course.
ii. The ground where the bins will be sited is soft, it was resolved to have then set in concrete. This will be arranged by the Clerk.
17. Corresppondence received not covered on the agenda
a. A thank you letter has been received from the Church regarding the donation from the Christmas event.
b. A brochure was made available to Councillors.
18. Matters for the next agenda
a. The Annual Parish Meeting will be held in April, a speaker will be sought for the meeting. The Police fraud department have a speaker who will be contacted for the evening.
b. A First Aid evening will be arranged for anyone wishing to attend, this will be held in the summer.

19. Applications for the position of Handyman
a. Applications were reported to the Council.
b. Some of the applicants were not suitable for this position.
c. Following discussion it was resolved to ask questions of the remaining applicants then a decision will be made using guidelines given to the Clerk by the Council.
