Notes from the Public Forum held on 07 September 2023

 

There were forty-two members of the public present together with two members of the Police.  County Cllr Bowkett and Dist Cllr Dickinson were also in attendance.  

 

The Police explained the new procedures for policing taking on two main priorities for the South Wolds area, currently being anti-social behaviour and rural crime.  The priorities are reviewed every three months with input from Parish Councils, if residents have anything that they want to be a priority please advise the Parish Council.  

 

One resident asked for the agenda to be read out to enable comments to be made prior to the start of the meeting, this was done.  

 

Dist Cllr Dickinson explained to the public present that any planning application presented to ELDC would be considered on what was in front of the Planning Committee so any objections had to be for planning reasons.  Any objections to planning applications can be made in writing or online on the ELDC website.  Residents were fearful of recriminations if objections were made to the planning application on tonight’s agenda.  County Cllr Bowkett reported that any anonymous comments sent to ELDC would not be considered.

 

Potholes in Holmes Road have been filled, but need to be done again, County Cllr Bowkett will deal with this matter, together with the collapsing drains in the Main Road.  The new markings for the lay-bys and road junctions are on hold, but will be checked again.

 

It was suggested that when the 50 properties, 4 industrial units and a shop are built that the shop be built first, this is to ensure there will be a shop and it will not be forgotten after the properties are built.

Minutes of the meeting held on Thursday 07 September 2023 at 7.50pm in the Youth Centre, Hall Lane, Stickney

 

1. To accept apologies and reason for absence

2. To receive reports from representatives on outside bodies

 

a. County Cllr Bowkett reported that she would keep a check on the drainage situation and arrange a speed check on the A16 Main Road.

b. A report to be emailed to all Councillors, was read out.

 

3. To receive declarations of interest in accordance with the Localism Act 2011

 

There were no declarations of interest.

 

4. Notes of the meeting held on 06 July 2023 to be approved and signed as the minutes

 

It was proposed by Cllr Edwards and seconded by Cllr Pocklington that the notes be signed as the minutes.

There is an induction/refresher training event to be held quite local, three Councillors will attend this at a cost of £25.00 each, payable by the Parish Council.

8. To receive report regarding the £2000.00 ‘loaned’ to the Stickney Show Committee

 

a. An email received from the treasurer of the Stickney Show Committee was read out.

b. Requests for copies of the accounts appear to be requesting ‘confidential information, from the Stickney Show Committee.

c. Following discussion it was resolved to find the minutes requested and forward copies to the Committee, and the Jubilee Committee funds being used for Jubilee mugs in 2022.

 

9. Planning applications received

 

The following plans were looked at by the Parish Council during August and observations made:

 

S/169/00087/23 - R K Hobson & Sons Ltd - Outline erection of 2 dwellings at Land rear of Longfields, Main Road

 

The site is adjacent to an existing horse riding business and may cause problems with the horses.

 

The following plans were looked at and objections were made:

 

S/126/01403/23 - Mr A Grey - Change of use of land to use as a gypsy/traveller caravan site comprising: a warden's pitch accommodating a static caravan/mobile home; 6 residential pitches each accommodating no more than one static caravan/mobile home; and, 10 transit pitches, each accommodating no more than 2 touring caravans, erection of toilet/wash block and, erection of dayroom building and laying of hardstanding (works commenced) at Stickney Showground, East Fen Lane

 

a. The ‘transit pitches’ need to be clarified, 10 pitches should be for 10 caravans and 20 pitches should be for 20 caravans.  

b. The proposed site is in a zone 3 flood risk area.

c. What are the arrangements for removal of surface water, brown water and foul water from the site – there could be 70 people or more at any one time on the site.

d. The access to the site is via a narrow lane with no footways, there could be up to 50 additional vehicles coming and going at all times to this site.

e. The site is situated outside the development curtilage of the village in open countryside.

f. Were any local wildlife surveys carried out prior to the start of the site development?

g. Has there been any enforcement from planning during the past 18 months as this site has been developed, it was reported at the time.

h. Are there enough places at the local schools and the local doctors surgery to accommodate the additional number of potential residents in Stickney?  Planning permission has been received for another 50 family properties to be built in the village.

 

10. To report any planning decisions from ELDC

 

Outline planning permission has been received for:

 

S/169/00087/23 - R K Hobson & Sons Ltd - Outline erection of 2 dwellings at Land rear of Longfields, Main Road

 

S/169/02583/21 - Moschatel Ltd - Outline erection of a foodhall/shop, 4 industrial units and 50 residential dwellings (with means of access to be considered) at Land at Braybrooks House, Main Road

 

Approval of reserved matters has been received for:

 

S/120/00965/23 - Mr A Downes - Reserved matters relating to the erection of a restaurant and bar with holiday lodge reception, office and shop and provision of parking (outline planning permission ref: S/120/1099/22 for the erection of a bar and restaurant, granted 10 November 2022) at Greenacres Farm, Midville Road.

 

Approval of Section 73 application has been received for:

 

S/169/01173/23 - Firth Brothers - Section 73 application in relation to condition no. 2 (approved plans) as imposed on planning permission reference no. S/169/01584/21 which was for erection of 4 no. houses with associated garages and construction of vehicular access road at Land at The Nook, Main Road, Stickney, Boston, PE22 8EE

11. To discuss the defibrillator box and work to be carried out by a local group

 

a. The Licence has been granted for the planting work to be carried out.

b. A quotation has been received for replacing the glass in the defibrillator box.

c. It was resolved to accept the quotation of £405.00 plus VAT to have all the glass renewed.

 

12. To consider siting a defibrillator at the Youth Centre

 

The Community Committee will discuss the request at their meeting to be held on 20 September.

 

13. To receive play area report

 

a. The repairs have been carried out to the equipment.

b. The grass cuts have not been as good as they should be, the grass has been allowed to grow too long and been cut too late.

 

14. To receive reports for Highways

 

a. The road sweeper went through the village and did not have any brushes on it.

b. The crossing is not being placed in the correct place where it would most be used.  The Parish Council were no consulted on the site, should it have been?

c. The damaged 30mph signs need to be replaced, this will on the agenda for the next meeting.

d. Would it be possible to arrange a meeting, with the person responsible for siting dog bins, at Stickney Meadows?  The Clerk will check with ELDC.

e. A contractor will be asked to have a look at the Yew trees in the Churchyard.

f. There is a problem with dogs running loose at East Fen Lane, County Cllr Bowkett has been dealing with this matter.
