01 October 2020 - remote meeting

Minutes of the remote meeting held on Thursday 01 October 2020 at 7.40pm

1.                Apologies for absence

Apologies:  Apologies were accepted from Cllrs Sherriff, Pavely, Cockburn and Cooper and from County Cllr Bowkett

Present:  Cllrs Lawrence, Pritchard, Edwards and Bolland (Chairman)

Also present:  Dist Cllr Jones

2.                To receive reports from representatives on outside bodies

Dist Cllr Jones reported:

a.ELDC have a survey regarding Council Tax Support on the website, this is for anyone to complete between 01 October and 06 November.

b.ELDC are transferring/selling assets to some Town and Parish Councils.

c.Outline planning permission has been given for 175 properties to  built in Sibsey.

County Cllr Bowkett reported:

a.         The NHS Covid 19 app is now available for ‘track and trace’.

b.        A complaint has been received regarding speeding on Horbling Lane, this is being looked into.

c.         LCC are looking for up to 40 foster carers.

d.        Household waste sites are still operating a booking system via the telephone or online.

e.         LCC Highways are recommending that no Remembrance Day Parades take place this year.

f.          There is some Covid 19 grant money available if it can be of any use to any organisation.

3.                To receive declarations of interest in accordance with the Localism Act 2011

There were no declarations of interest.

4.                Notes of the meeting held on 03 September 2020 to be approved and signed as minutes

It was proposed by Cllr Edwards and seconded by Cllr Lawrence that the minutes be signed as a true record, the minutes they will be signed by the Chairman in due course.

5.                Clerk’s report covering matters from the September meeting

a.The Clerk had nothing to report

b.Cllr Lawrence asked about the sign for the picnic area, LCC will be asked where it is.

6.                To receive a report from the Chairman

There will be a small gathering at the war memorial at 10.45am on Wednesday 11 November for the laying of the wreaths.

7.                To Consider a donation to the Royal British Legion Poppy Appeal

It was proposed by Cllr Edwards and seconded by Cllr Lawrence that a donation of £100.00 be sent to the Royal British Legion, all agreed.

9.             To discuss the budget control

a.Councillors have a copy of the budget control to date in preparation for the budget next month.

b.There were no comments regarding the financial situation so far for 2020/2021

10.            To discuss and amend/approve the advertising policy

a.All Councillors have a copy of the proposed advertising policy.

b.It was resolved that the policy be adopted by the Parish Council.

c.Following discussion it was resolved to continue the existing adverts until the December/January issue of Stickney News, due to having not produced some issues in 2020. 

d.The new year for advertising will start in February 2021.

11.            To receive play area report

a.         The play area has now been opened with signage in place and information in the October Stickney News.

b.         Some residents are putting used dog bags in the bin, this is not acceptable in a children’s play area.

c.         There are two bolts missing off the walkway on the multi play unit, these will be ordered from Wicksteed.

d.         There are groups of children meeting in the play area who are not socially distancing.  The situation will be monitored for discussion at the next meeting.

12.            Planning applications received

The following planning applications were supported by the Parish Council:

S/169/01002/20 - Sleaford Building Services Ltd - Section 73 application in relation to condition 2 (approved plans) as imposed on planning permission reference S/169/02417/17 which was for detailed particulars relating to the erection of 50 dwellings and associated garages, foul water pumping station, attenuation area, landscaping and vehicular parking (outline planning permission ref: S/169/01275/15 for the erection of up to (approx.) 50 dwellings granted 18.100.16) at Land rear of Sanlyn, Main Road

S/169/01707/20 - Mr & Mrs King - Extension and alterations to the existing dwelling to provide an enlarges lounge and carport with a first floor bedroom and bathroom over and an additional bedroom and ensuite in the roof space at 16 Mary Lovell Way

N/110/01735/20  - Town & Country Planning - Notice Under Article 38 of proposal for a Coastal Zone Local Development Order granting planning permission at Land situated within Coastal East Lindsey as defined by SP17 of the adopted East Lindsey Local Plan 2018

13.            To report any planning decisions from ELDC

Approval of Section 73 Application has been received for:

S/169/01293/20 - Mr R Head - Section 73 application in relation to condition no 2 (occupancy) as imposed on planning permission reference S/169/00828/92 which was for the erection of a house with attached garage in connection with adjacent engineering business at The Mill, Main Road

Full planning permission has been received for:

S/169/01323/20 - Mr Mahi - Extension and alterations to the existing dwelling to provide an enlarged ground floor lounge and hall with 2 second floor bedrooms and shower room in the roof space and construction of vehicular access at Mayfield, Main Road

14.            To receive reports for highways

a.The Hall Lane nameplate by the Church will be chased up.

b.The dog fouling ussie will be chased up with ELDC

15.            Matters for the next agenda

There were no matters for the next agenda.

16.            Date of next meeting

The next Parish Council remote meeting will be held on 05 November 2020
