Notes from the public forum held on 02 July 2026

 

There were four members of the public present together with Dist Cllrs Jones and Ashton, County Cllr Hume and the incoming Clerk.  A question was asked about the enforcement on a wall at Main Road, there is an appeal regarding this at present.  Concerns regarding the picnic area were reported.  Issues with the hedge at the cemetery were reported.  A bench needs to be moved in the cemetery.  The drains are low in Main Road and in Horbling Lane.

 

Minutes of the meeting held on Thursday 04 June 2026 at 7.30pm in The Youth Centre, Hall Lane

 

1. To accept apologies and reason for absence

 

Apologies were accepted from Cllr Boseley

 

Present:  Cllrs Burton, Sherriff, Jones, Pritchard, Hopkins, Pocklington and Edwards (Chairman)

 

Also present:  County Cllr Hume, Dists Cllr Jones and Ashton, four members of the public and the incoming Clerk.

 

2. To receive reports from representatives on outside bodies

 

a. County Cllr Hume reported:

i. The National Grid website has information regarding the proposed pylons between Grimsby and Whaplode.

ii. The number of potholes that need to be filled remains an issue due to the huge number of them.

iii. As a new member to the Flooding Steering Group many questions were asked to understand the situation.  One main issue is that dredging is not being carried out.

iv. Sea defences are being looked at, but they will be very expensive.

v. Inspire Youth is a study programme to help young people get into work and apprenticeships – more information on the LCC website.

vi. There are a number of new dental practices in the county for both NHS and private patients.

vii. An Advisory Committee is in place to give guidance on teaching Religious Education in schools.

viii. £25m has been saved on the 2025/26 budget, in the main by cutting jobs.  The money saved will be used for potholes.

 

b. Dist Cllr Jones reported:

i. The new food waste collection will start in September and the waste collected will be used for heating homes in Hemswell.  Collections will be made weekly.

ii. Due to the Local Government Review it is unlikely that District Councillor elections will be held next year.

iii. Events to be held in ELDC can be found on the ELDC website.

iv. Enforcement is in place regarding the lack of French Drains at the Main Road development.

 

c. Dist Cllr Ashton reported:

i. The Environmental Agency planning guidance has changed with regard to coastal and Fenland development.

ii. More development may be coming to Sibsey and to Stickney due to the new planning guidance.

iii. Work is taking place on the Local Plan even though it may not be adopted.  It is important to continue with the Stickney Neighbourhood Plan.

iv. The developers at Main Road should put in a planning application with regard to the drains used instead of the French Drains.  If no application is received then enforcement will not necessarily take place as the new drains may do the say job as the French drains.

3.     To receive declarations of interest in accordance with the Localism Act 2011

 

There were no declarations of interest.

 

4.      Notes of the Parish Council meeting held on 07 May 2026 to be approved and signed as the minutes

 

It was proposed by Cllr Sherriff and seconded by Cllr Pocklington that the minutes be signed as a true record, all agreed.

 

5. Clerk’s report

 

The ‘cans only’ signs have been received for the bins in the cemetery and play area.

 

6. Chairman’s report

 

The Chairman welcomed the incoming Clerk, Mrs Deborah Money who was introduced to Councillors present.

 

7. To receive internal audit report for the year ended 31 March 2026

 

a. The Clerk read out the internal audit report, this was accepted by the Council.

b. There was an error with the AGAR, this has been amended and initialled by the Clerk and the Chairman – a tick in the wrong box.  It will now be sent to the External Auditor and updated on the website.

9. Planning applications received for decision

 

Objections were made regarding planning application:

 

00978/26/ESR - Environmental Impact Statement for a screening opinion with respect to the change of use to tourism, fishing and commercial and caravan storage at Stickney Showground Equestrian Centre, East Fen Lane

The access to the site is inadequate for commercial and caravan storage.  This is a flood risk area.  There are no street lights in this area.  The site is outside the local development area.

 

10. To report planning decisions received from ELDC

 

There were no planning decisions for this meeting.

 

11. To receive update regarding bus shelter at Main Road

 

a. The supplier has requested photos of the area where the shelter is to be installed.

b. The photos have been received and will be forwarded for a quote and information regarding installation.

 

12. Highways:

 

a. To receive update on Community Speed Watch 

i. Nothing has been received from the LRSP regarding the signage or the wording for the jackets.

ii. Volunteers can be out from ‘dawn to dusk’ if they so wish.  It is down to the volunteers when they want to be ‘working’.

iii. The contact at LRSP is now back at work so the email requesting information will be re-sent.

 

b. Any other highway matter

i. Potholes should always be reported via the FixmyStreet app.

ii. Vehicles are parking in the slip road from Main Road into Horbling Lane, this blocks the view when pulling into Main Road from Horbling Lane.

 

13. Play area

 

a. To receive play area report

i. Some of the jobs have been carried out and others will be done in due course.

ii. An inspection will be carried out on 30 July 2026

 

b. To receive update regarding the new bins

The new bins are now in the play area.

 

14. Cemetery – any matters reported since the last meeting

 

a. The weeds in the footway have been dealt with.

b. A recent grave has been left very high, this will be reported to the funeral director.

c. The handyman has re-seeded a grave that has been topped up recently.

d. A dead tree covered in ivy needs to be removed from the cemetery for safety reasons – it is near to the roadway in Hall Lane.

 

15. Picnic area

 

a. The drainage at the traffic island has been sorted out as much as is possible without major works, which would be expensive and unjustifiable.

b. The work on the culvert is still an issue.

 

16. To discuss seating around the village

 

a. A seat was suggested at the corner of Hall Lane/Main Road to replace the one vandalised in the past.

b. A local company will be asked about the seat.

c. A base and walkway to the seat will be required, a licence will be required from LCC for this work, when agreed.

d. A suggestion for a noticeboard to be included in this area will be considered.

e. Horbling Lane will be looked at for a possible site for a seat along there.

 

17. To discuss action that can be taken regarding residents not picking up after their dogs

 

a. Issues can be reported to the Dog Warden at ELDC if times are known when dogs are exercised and owners do not pick up.

b. Main areas where there are problems are at Horbling Lane – including the farm track, Stickney Meadows – the field and around the pond and in the Picnic area.

c. There are ‘dog walkers’ with a number of dogs visiting some of these areas with a number of dogs and not picking up.

d. How often is the bin at the picnic area emptied and is the area ever patrolled?  LCC will be asked these questions.

e. Could the Primary School children make posters to encourage resident to pick up

 

18. To receive any comments on the Minerals and Waste Local Plan

 

There were no comments to report on this Plan.

 

19. Correspondence received not covered on the agenda
