Notes from the public forum held on 03 April 2025

 

There were four members of the public present, together with Dist Cllrs Jones and Ashton.  A project on LCC land was discussed, more information will be sought.  The Council Tax was questioned, the budget is on the Parish Council website for residents to view.  The application for the removal of conditions imposed on a planning application were questioned, the application will be called to the Planning Committee.  The speed of lorries working at Sibsey overnight and using Horbling Lane for access will be referred to LCC.

Minutes of the meeting held on Thursday 06 April 2025 at 7.40pm in the Youth Centre, Hall Lane

 

1. To accept apologies and reason for absence

 

Apologies were accepted from Cllr Burton and County Cllr Bowkett

 

Present:  Cllrs Gray, Hopkins, Pocklington, Pritchard, Sherriff, Jones and Edwards (Chairman)

 

2. To receive reports from representatives on outside bodies

 

County Cllr Bowkett reported, by email, that the licence needs to be applied for the project on LCC property and that the glass in the defibrillator box will be replaced by LCC.

 

Dist Cllr Jones reported:

a. The S106 monies are being chased up at ELDC, unfortunately any funds received from developments in Stickney cover six surgeries in the NHS area.

b. A coordinator has been appointed for the East Lindsey Investment Fund of £10m.

c. A Grass Roots grant of £25,000 is available for community projects.

d. The District Councillors grant will be £4000 each for 2025/26.

 

Dist Cllr Ashton reported:

a. East Lindsey Executive Committee have set aside £300,000 for enforcement in planning and licencing with regard to holiday caravans and letting in the district.

b. 10 ton of plastic waste has been removed from the coast.

c. The Wolds outdoor festival will run between 17 May and 13 June.

d. There is a Local Development Order for the Skegness Gateway to extend allowing building of affordable housing and extension of the industrial estate.

e. Discussions are continuing with regard to the new County Council ‘set up’ when there is no District Council.

f. Following a question to Dist Cllr Ashton regarding planning appeals, it was explained that the Planning Inspectorate alone will determine the outcome of any appeal.

It was resolved that the notes, previously circulated, be signed as the minutes.

 

5. Clerk’s report

 

The Clerk reported that the Audit paperwork has been received and that Stickney had been chosen in the 5% for an audit ‘check’ for 2025/26.  The emails will be sent to Councillors.

 

6. Chairman’s report

 

The Chairman had nothing to report, all items are on the agenda.

 

7. To consider the LALC Annual Training Scheme - £135.00 for 2025/26

 

Following Discussion it was resolved to join the training scheme for 2025/26.

c. The new bank account is now set up, the Clerk transferred £10.00 into the account and when transferred back only one signatory was needed, this has now been changed to two.

e. The HSBC Account Closure Form was signed and will be taken to the bank when all the cheques have been cleared.

 

9. Planning applications received

 

Observations were made to the following planning application:

 

00273/25/ESR - Mr K Wilkinson - Environmental Impact Assessment (E.E.C. Directive 85/337/E.E.C. as amended by Council Directive 97/11E.C.) for a screening opinion with respect to the change of use of existing commercial fishing lake to provide a holiday park, with the siting of 22 no. holiday lodges, excavation of land to form a fishing lake and an extension to the existing fishing lake, erection of a storage building, provision of 3 metre high bunding, the construction of internal access roads with associated infrastructure and landscaping at Land Opposite The Boathouse Hagnaby Lock Stickney Lincolnshire

 

The area is prone to local flooding;  are the utilities in place for this site;  is there a fire hydrant in the area and, should it to ahead, can Folly Lane not be used for access do to ongoing issues with this road?

 

Objections were made to the following planning application:

 

S/169/00336/25 - Steven Layn (Holdings) Ltd - Section 73 application to remove conditions no. (use), no. 13 (vehicles & machinery), no. 14 (operating times), no. 15 (subdivision) and to vary conditions no. 4 (landscaping) and no.7 (scope of e) previously imposed on planning permission ref. no. N/105/02506/23 for the change of use and alterations of existing buildings to be used under class E, siting of 136 No. storage containers and erection of 13 No. micro commercial units to be used under class E, erection of lifting barrier and fencing and construction of hardstanding at The Caravan Centre, Station Business Park, Main Road

 

There is a public footpath in this area and the site is off the A16, the use for self-storage (as approved) is preferable to commercial storage which could cause build up of traffic to the site and disrupt the use of the public footpath and create noise for the neighbours.  The vehicle movements at the site need to be adhered to for the local residents who will be affected by this site in the hours set out.  The landscaping should be in place first to help the neighbours, planting of mature trees should help with both visual and noise issues.  The planning reference number is incorrect – should be S/169/02506/23.

 

Support was given to the following planning application:

 

S/169/00375/25 - Mr. & Mrs. Wride - Erection of a bungalow with detached double garage and alterations to existing access at Wydale House, Main Road

 

10. To report any planning decisions from ELDC

 

An appeal has been made against the refusal of:

 

S/169/00025/24 - Mr & Mrs Cash - Outline erection of 46 dwellings (with means of access and site layout to be considered) at land adjacent to William Lovell Church of England Academy/Stickney Meadows

 

An Enforcement Notice has been served:

 

S/126/00170/25 - Without planning permission, change of use of he Land to use as a gypsy/traveller caravan site and operational development consisting of the development of brick-built walls and piers, fencing and gates, the importation of aggregate for the creation of hardstanding and the raising of land levels, the development of a brick and block structure with twin apex in the southeast corner of the land, the development of sheds and the siting of containers, portacabins and installation of surface and foul water drainage at Land at Stickney showground, East Fen Lane

 

11. To discuss and confirm the Annual Parish Meeting – 22 May 2025

 

a. The room has been booked.

b. Local groups and clubs will be asked if they want a table to promote what they do.

c. A speaker will be sought from the Primary Care Network

d. Refreshments will be served

 

12. To receive any comment regarding the Ossian wind farm

 

No-one attended the consultation event, it is not known if they intend to come through Stickney.

 

13. To receive any comment on the Draft Public Rights Of Way Improvement Plan

 

a. Comments have been made by individual Councillors.

b. Issues were reported for footpaths numbered 341 and 344, these will be reported to LCC.

 

14. To discuss the situation with the church clock – repairs to rope

 

a. The PCC have offered to pay for the repair to the rope for the Church Bells which will enable the ringing of the bells and the chiming of the clock.

b. It was explained that the work has been ordered as there is not enough time to get quotes for the repair and then get the work done before the end of April.  The costs are unknown at this time.

c. The delay is caused by two clock repairers having injuries at this time.  

 

15. To discuss the lights for Christmas 2025

 

a. Nothing can be placed in the ground to support a Christmas tree, but it was suggested that it be placed out of the wind.

b. The situation with the lights will be considered as there is an issue with an electric supply. 

 

16. Cemetery:

 

a. Moles – update

The grass cutter has run over the mole hills and the grass has covered them so they are not noticeable at this time.

 

b. Tarmacking to path – action to be taken

Two companies will be contacted for quotes.

 

17. To discuss bench at Horbling Lane/Main Road bus shelter

 

A licence will be required for this work, it will be applied for.

 

18. To discuss the planters at the William Lovell Academy

 

A licence will be required for this work, it will be applied for.

 

19. To report highways issues

 

a. The chevrons at the bends on the A16 have been cleaned.

b. The roadsides in Stickney Lane need to be filled in, they are so deep with lorries and tractors pulling over, but a car will be damaged should it pull off the road.

c. There is a dip in the road at eh top of the bridge.

 

20. To receive play area report

 

a. The witches hat needs to be greased.

b. The grease gun will be sought, or replaced.

c. The grass cutting costs will increase due to wage increases
