Notes from the public forum held on 01 December 2022
There were two members of the public present. One came along with a planning issue. This was resolved and ELDC will be advised of the error. The second came along to listen to the meeting.
Minutes of the meeting held on Thursday 01 December 2022 at 7.30pm in the Eastville, Midville & New Leake Village Hall
1. To accept apologies and reason for absence
Apologies: received from Dist Cllrs Ashton and Jones
Present: Cllrs Sherriff, Pritchard, Edwards and Bolland (Chairman)
Also present: County Cllr Bowkett and one member of the Public
2. To receive reports from representatives on outside bodies
County Cllr Bowkett read out her report, details will be sent to Councillors and contents regarding help for anyone struggling at this time will be put on the Community Facebook page and in the village notice boards.
3. To receive declarations of interest in accordance with the Localism Act 2011
There were no declarations of interest.
4. Notes of the meeting held on 03 November to be approved and signed as the minutes
It was proposed by Cllr Pritchard and seconded by Cllr Sherriff that the notes be signed as the minutes.
5. Clerk’s report
a. An anonymous letter has been received regarding the cemetery, again the Parish Council are unable to deal with this correspondence.
b. Cllr Ashton has suggested a new street name for a development in the area of Sunnyside Farm to ELDC. The Parish Council have already agreed a name with the developer.
6. To receive a report from the chairman
The Chairman had nothing to report, all items are on the agenda.
7. To discuss cemetery tap and removal of tree branch
a. The cemetery tap has now been replaced, fully insulated and a stop tap fitted.
b. The fallen branch has not yet been removed from the cemetery, this work has been ordered and will be chased up by the Clerk.
8. To set the Precept for the year ended 31 March 2024
The precept for the year ended 31 March 2024 will be £23,000.00.

b. The balances in bank are not yet known due to the non-arrival of the statement.
c. The bank account is yet to be sorted out.
10. To receive play area report
The play area and equipment continue to be checked weekly there are no issues to report.
11. To consider arrangements for a Christmas event – 08 December
a. The tree will be delivered by Tuesday when the lights will be put up outside the Church.
b. The refreshments and music was arranged.
c. Santa has been booked.
12. Planning applications received for this meeting
The Parish Council suppported to the following planning application:
S/169/01669/22 DC Architectural Outline erection of a residential development at Lynwood
Services Ltd Main Road.
13. To report any planning decisions from ELDC
outline planning permission has been received for:
S/120/01099/22 Mr A Downes Hybrid application for the outline erection of a restaurant and bar and planning permission for the change of use of land to site 4 holiday lodges for seasonal occupation. Excavation of land to form a lake (works already completed) at Greenacres Farm, Midville Road
full planning permission had been received for:
S/169/01822/22 Mr Franklin Erection of an indoor training arena and construction of a menage at St Pauls Farm, East Fenside
14. To receive reports for LCC Highways
a. An email has been received from a resident regarding the safety issues in the area of the Pinfold Lane junction both for cars and those walking into the village. This will be passed to County Cllr Bowkett for LCC to consider.
b. An email has been received regarding:
i. proposed waiting restrictions around junctions in the area of both the schools – there were no issues with them.
ii. Mandatory ‘School Keep Clear, Monday to Friday 8.00am – 4.00pm outside both schools – there are no issues with this.
iii. Bus stand, by William Lovell school, and Lay-by in Hall Lane to be kept clear Monday to Friday 8.00am – 4.00pm – there is no reason to have these areas unavailable for parking during school time both for local businesses on the Main Road and for the Church and Cemetery in Hall Lane
iv. The two bus stops to be clearways (no parking) Monday to Saturday 8.00am – 4.00pm – there is no need for this to accommodate six buses a day. The bus stops are used as lay-bys quite safely, and have been for many years.
15. To discuss the diversion of the Public Footpath PF340
There proposed diversion was supported by the Parish Council
16. To receive church clock service report
a. The annual report was read out by the Clerk.
b. Prices for work that needs to be carried out have been received.
c. Following discussion it was resolved that the hammer system be repaired as a one-off job rather than wait for the service next year.
d. A copy of the report will be sent to the Church warden
17. To nominate a representative on the William Lovell Foundation
Following discussion Cllr Sherriff offered to take on this position. The Clerk will advise the Clerk of the charity.

The next meeting will be held on Thursday 02 February 2023 at 7.30pm in the Bungalow at the Old Rectory, Main Road. There will be a Public Forum from 7.15pm
