Notes from the public forum held on 05 March 2020

There were no members of the public present.

Dist Cllr Ashton reported:
a. The Council Tax increase for the District Council is £4.95, same as the past five years. Due to the austerity in the past years the District Council can now look at new projects as well as continuing the work already carried out, but it still must be cautious about spending.
b. 60% of the Council tax is paid out to the Drainage Boards who also need to update equipment etc.
c. ELDC waste collection rounds will be changing routes form 06 April, if you don’t receive a letter then your route will remain the same.
d. The recycling of dry paper and card is being considered for the whole county due to successful trials in neighbouring districts.
e. The Local Plan is being reviewed to allow development and growth along the coast. Protection against flooding must be included in any development.

Minutes of the meeting held on Thursday 05 March 2020 at 7.40pm in the bungalow at the Old Rectory, Stickney

1. Apologies for absence

Apologies: Apologies were received from County Cllr Bowkett

Present: Cllrs Pavely, Pritchard, Cockburn, Lawrence, Edwards, Cooper and Bolland (Chairman)

2. To receive reports from representatives on outside bodies (5 minutes)

Dist Cllr Ashton gave his report in the Public Forum

County Cllr Bowkett reported by email:
a. LCC have increased their section of the Council Tax by 3.5% with 2% of this being specifically for adult social care
b. Pubs are being encouraged to make rooms available as accommodation for visitors to their areas as part of the Greater Lincolnshire Local Enterprise Partnership project.
c. Details of tax-free child-care can be found on the gov.uk website, search child care choices.

3. To receive declarations of interest in accordance with the Localism Act 2011
There were no declarations of interest.

4. Notes of the meeting held on 06 February 2020 to be approved and signed as minutes
It was proposed by Cllr Lawrence and seconded by Cllr Pritchard that the minutes be signed as a true record.

5. Clerk’s report covering matters from the December meeting
a. An email from a resident regarding the Post Office van was outlined. Following discussion it was resolved to ask the Post Office if the days could be split and not followed one day after the other.
b. A form has been received form ELDC regarding the small business rates for the cemetery, this has been completed and returned – there are no changes to report.

6. To receive a report from the Chairman
a. Wind farms are being considered for inland areas, information will be emailed to all Councillors as things develop.
b. The schools have been advised to apply for funding from Triton Knoll.
c. The Viking Link grants should be available any time, no-one is sure where to apply to for these.

7. To discuss the parish magazine advertising and advertising policy
a. Two advertisers have not yet paid for the adverts, the Clerk has contacted them, to no avail, she will now go can collect the payments.
b. The advertising policy has not been prepared, it will be available for the next meeting.

8. Finance report:

c. A letter has been signed to transfer £180.00 from the Jubilee Account into the current account due to it being paid into the wrong bank account.

9. To receive play area report
A hole has been dug by the fencing at the play area, this will need to be filled, although it is not a hazard to the users of the area.

10. To discuss the Annual Parish Meeting
a. The date of the meeting will be Wednesday 15 April at 7.00pm.
b. The Ark are available to do a talk at the Annual Parish meeting.
c. Cake and tea/coffee will be served.

11. Planning applications received for decision at this meeting

The Parish Council have looked at and supported:
S/169/00397/20 Mrs O West Erection of a detached bungalow with construction of vehicular access, existing sheds and glasshouses on site to be removed at Manzel, Hall Lane, 

The Parish Council looked at and objected to:
S/169/00365/20 Mrs J Baines Outline erection of 4 detached dwellings on the site of existing dwelling and outbuilding which are to be demolished at (Maidens), Hall Lane - This would encourage tandem development in the area. There have been issues with surface water and the dyke not being adequate for existing surface water. The public footpath and been moved.
S/169/00368/20 Mr K Holland Erection of 1no. detached house with attached double garage and 1no. detached house with detached double garage and construction of vehicular accesses on the site of existing dwelling, which is to be demolished at Welbourn, Main Road - Previous issues regarding inadequate fire hydrant in this area of the village.

12. To report any planning decisions from ELDC
No planning decisions have been received.

13. To discuss request to send letter regarding renewable energy
Following discussion it was resolved to put this item on the next agenda.

14. To receive reports for LCC Highways
a. Any pot holes or street lights for repair
There were no additional items reported.
b. Any other LCC highway matters
There were no other highway matters reported.
