Notes from the public forum held on 06 July 2023 at 7.30pm

 

There was one member of the public present, they came along to listen to the meeting. 

 

Dist Cllr Jones reported:

 

a. There is a Warmer Homes Grant available to improve insulation in properties, this is not means tested and for the property not the person.

b. There is to be a £7m investment in the Skegness Esplanade, this will be funded by the owners and ELDC to extend and improve the pier area.

c. There is a scrutiny committee in place to discuss the situation of the toilet facilities in East Lindsey, including the charges.

d. Another scrutiny committee is looking at the use of Magna Vitae and PSPL for out sourced work, are they value for money?

e. Carbon emissions are to be zero by 2030, more charging points for cars are required throughout the District.

f. There are going to be another 100 wind turbines off shore in the area of The Wash.

 

7.35pm  Dist Cllr Ashton arrived and reported:

 

Skegness has a Neighbourhood Development Plan.  Parishes can use the format to do a Parish Neighbourhood Plan.  It was suggested that the Parish Council should pay for this to be done, the District Council can help.  It is very difficult for the Parish Council, with volunteers, to get a Plan in place.

 

The District Councillors left the meeting.

The District Councillors gave their reports in the Public Forum.

 

3. To receive declarations of interest in accordance with The Localism Act 2011

 

There were no declarations of interest.

 

4. Notes of the meeting held on 01 June 2023 to be approved and signed as the minutes

 

It was proposed by Cllr Pritchard and seconded by Cllr Edwards that the notes be signed as the minutes.

 

5. Clerk’s report

 

a. The Coronation gifts have been delivered to the school and other local children.

b. The Exemption Certificate and Elector’s Rights dates have been sent to the External Auditor.

c. LCC are giving litter picking kits to parishes, it was resolved to order 15 for Stickney.

8. To receive report regarding the £2000.00 ‘loaned’ to the Stickney Show Committee

 

a. A letter received from the treasurer of the Stickney Show Committee was read out.  Evidence that the £2000.00 was ‘loaned’ has been requested.

b. A copy of the Constitution for the Stickney Show Committee will be sent, this refers to the £2000.00.

c. A copy of the Stickney Show Committee accounts was not sent with the letter, this will be requested again.

 

9. Planning applications received

 

The following plans were supported by the Parish Council:

 

S/169/01173/23 - Firth Brothers - Section 73 application in relation to condition no. 2  (approved plans) as imposed on planning permission reference no. S/169/01584/21 which was for erection of 4 no. houses with associated garages and construction of vehicular access road at Land at The Nook, Main Road, Stickney, Boston, PE22 8EE

 

10. To report any planning decisions from ELDC

 

Full planning permission has been received for:

 

S/169/00479/23 - Mrs C Atherton - Extensions to existing dwelling to provide additional living accommodation at Scarsdale, 19 Hall Lane

 

Outline planning permission has been received for:

 

S/169/01669/22 - DC Architectural Services Ltd - Residential development at Lynwood, Main Road

 

There is no breach of planning at engineering works at Pinfold Lane, planning was approved on S/203/02257/20

 

11. To discuss the defibrillator box

 

a. The Gardening Club are looking to tidy up the area around the defibrillator box with planters and a bit of hedge trimming.

b. Following discussion it was resolved to get a quote to replace the Perspex with toughened glass to tidy up the box.

 

12. To receive play area report

 

a. The work has been ordered to replace the seat on the swing, and to tighten up the bolts on the see saw and the trail.

b. A quotation has been received to replace the two signs.  Following discussion it was resolved to order the signs.

c. The inspection report will be sent to the new Councillors.

 

13. To receive reports for highways

 

a. The potholes at Holmes Road have now been filled.

b. LCC report that the grass cutters at the picnic site have not been reliable.  The details of the three contractors that the Parish Council use have been passed to LCC.

c. The blocked drains have been marked with yellow paint.

d. Hedges blocking the footway, residents will be asked to cut them back.

e. Is there to be a waiting time in the lay-by near to the takeaway?  Clerk to check with County Cllr Bowkett.

f. When the yellow lines are being painted around the Hall Lane junction, can all the lines in that area be renewed, County Cllr Bowkett will be asked about this.

g. There are a lot of weeds in the kerbs around the village.

h. People using the seat in the cemetery are just leaving rubbish by the side of it – there are plenty of bins in there.

a. To consider a defibrillator at the Village Hall.
