Notes from the public forum held on 04 September 2025
There were six members of the public present, together with Dist Cllr Ashton. Residents reported issues at the Picnic Area and were advised to call 101 to report to Police. This will be bought up at the Teams meeting with the Police later in the month. The Parish Council records have been left with the History Group, thanks were expressed for this.
Dist Cllr Ashton reported:
a. The Government reorganisation for Lincolnshire is being looked at with five of the bids being more meaningful for Lincolnshire thank others, but each of the five also need to be changed slightly to suit the whole of the County.
b. A large building in the village will be looked at with regard to planning permission granted.

Minutes of the meeting held on Thursday 04 September 2025 at 7.35pm in the Youth Centre, Hall Lane
1. To accept apologies and reason for absence
Apologies were accepted from Cllr Edwards and from Dist Cllr Jones
Present: Cllrs Burton, Gray, Hopkins, Pocklington, Pritchard, Sherriff, Jones (Chairman)
Also present: There was no one else present.
2. To receive reports from representatives on outside bodies
a. County Cllr Hume was not present although she is wanting to carry out Community Engagement, contact details for the halls and information about the weekly coffee morning has been passed to her along with a Parish magazine.
b. Dist Cllr Jones was not present but asked that residents be reminded to re-register to be on the electoral roll, this can be done online at e-lindsey.gov.uk
c. Dist Cllr Ashton gave his report in the public forum.
3. To receive declarations of interest in accordance with the Localism Act 2011
There were no declarations of interest.
4. Notes of the meeting held on 03 July 2025 to be approved and signed as the minutes
It was proposed by Cllr Sherriff and seconded by Cllr Pritchard that the minutes be signed as a true record, all agreed.
5. Clerk’s report
a. Richard Tice MP is only available on Fridays and Saturdays, it was suggested he hold a surgery in Stickney and contact details for the halls have been passed on.
b. Following discussion Cllrs Hopkins and Pockington will do the public rights of way survey.
c. The new payscales have arrived for clerks. The Clerk outlined the new payments to be backdated to 01 April 2025. It was resolved to go ahead with the NALC guidelines.
d. Gov.uk emails were discussed prior to this item being on the agenda for the October meeting.
6. Chairman’s report
Cllr Jones reported that there is no longer any funding for a Neighbourhood Plan. Other parishes with a plan will be contacted for further information about production and costs.

8. Planning applications received
Objections were made to the following planning application:
02589/25/OUT - Mr M Houlden - Outline erection of 9 dwellings (with means of access to be considered at The Forge, Main Road
The accesses to this site are through a lay-by which will reduce the size of the much used lay-by – visitors to the surgery, the schools, Speedy’s café and the burger van use this lay-by as there is nowhere else to park off the A16 when the school and surgery carparks are full. There is a problem with poor land drainage in this area of the A16. The property is significant in the history of Stickney, being one of the older properties in this area of the village – where the old blacksmiths was sited. Some of the trees have been removed and reduced the wildlife that was on the land. The plans show 9 large family properties with parking for only 10 vehicles. These family properties will put additional strain on the already over-stretched surgery.
9. To report any planning decisions from ELDC
Full planning permission has been received for:
02386/25/RVC - Clarke Construction Group - Section 73 application to vary conditions 2 (approved plans), 4 (vehicular and pedestrian access) and 6 (surface water) previously imposed on planning permission S/169/01314/21 fir erection of 9 dwellings at land adjacent to Perivale, Main Road
02217/25/FUL - Mrs P Dray - Extensions and alterations to existing dwelling to provide additional living accommodation at Coates Cottage, Thorndales Lane
Refusal of planning permission has been received for:
S/169/00336/25 - Steven Layn (Holdings) Ltd - Section 73 application to remove conditions no.6 (use), no. 13 (vehicles & machinery), no. 14 (operating times), no. 15 (subdivision) and to vary conditions no. 4 (landscaping) and no.7 (scope of e) previously imposed on planning permission ref. no. N/105/02506/23 for the change of use and alterations of existing buildings to be used under class E, siting of 136 No. storage containers and erection of 13 No. micro commercial units to be used under class E, erection of lifting barrier and fencing and construction of hardstanding at The Caravan Centre, Station Business Park, Main Road
An Appeal has been dismissed against an Enforcement Notice served on the owner of Land at Stickney Showground, East Fen Lane.
An Enforcement Notice has been issued: ‘without planning permission, erection of a brick wall exceeding 1 metre in height above ground level adjacent to a highway’ which should be complied with no later than 06 December 2025. An appeal can be made against this Notice.
10. To discuss suggested street name of Firths Close for a development in Stickney.
Following discussion it was resolved to name the close Dairy Close as it was once the site of a dairy in the village.
11. To discuss and consider replacement of the bench at the Hall Lane/Main Road junction
Following discussion it was resolved not to replace the bench at this time.
12. To discuss Christmas 2025
a. Grant Application update
Cllr Ashton advised the Clerk prior to the start of the meeting that he had dealt with the paperwork having approved the Councillor Community Grant.
b. Siting of Christmas tree in Churchyard
An email has been received from the PCC approving use of an old tree stump for the Christmas tree. A bracket will be sought to secure the tree. The PCC will be asked if the light switch on could be held on Wednesday 03 December.
13. Cemetery:
a. Grant Application Update
The Elif Grant has been declined due to the project having the ability to be funded through the Parish Precept. The Elif Fund is for Community projects.
b. Any other business
The clerk reported that the work on the hedge needs to be carried out. It was resolved to get two further quotes for the work, and this matter be on the agenda for the next meeting.
14. To receive update regarding licence for William Lovell Academy
Confirmation is required from the school that the planters in their scheme will be wooden.
15. To receive update regarding request for cycle route from Stickford to Sibsey Northlands
a. Following discussion it was resolved to ask LCC to look at one phase of this as a project, this will be the route from Stickney to Sibsey Northlands being made accessible for all.
b. The route from Stickney to Stickford will be considered on completion of phase one, should it go ahead.
16. Highways:
a. To discuss the Community Speed Watch Scheme
i. Nothing has been heard from the Sibsey team.
ii. A minimum of six people are required for training for Community Speed Watch, this will be outlined in the Stickney News.
b. To discuss interactive speed signs
i. Grants are not available to purchase interactive signs.
ii. The signs with solar panels cannot be moved from one site to another.
iii. This will be discussed when the budget is drafted in November.
c. Any other highways issues
i. The glass has not been replaced the in the defibrillator box, this will be reported to LCC.
ii. The drain at the Church will be checked, if should have been cleared in August.
17. Play area report and inspection report
a. A second inspection has been carried out and there were no issues reported.
b. New litter bins will be sought for the play area.
18. Invitation to the MAG workshop
No one is available to attend this workshop.
19. Correspondence received for this meeting
A brochure was made available to Councillors.
20. Other business – matters for the next agenda
a. To discuss ‘white gates’ for the village boarders.

c. Tenders for grass cutting in the cemetery and the play area
d. Bench in the brick bus stop
e. Cllr Gray’s resigned from the Parish Council due to work commitments.
