Minutes of the Stickney Parish Council remote meeting held on Thursday 04 February 2021 at 7.30pm
1. Apologies for absence
Apologies: Apologies were accepted from Cllrs Edwards and Cooper and from Dist Cllr Ashton
Present: Cllrs Lawrence, Pavely, Pritchard, and Bolland (Chairman)
Also present: County Cllr Bowkett, Dist Cllr Jones and one member of the public
2. To receive reports from representatives on outside bodies
County Cllr Bowkett reported:
a. A LCC report has been sent to all Councillors.
b. LCC have received £12.5m of extra funding for small business support; single lane roads and works on dykes.
c. £5000 is available for households affected by flooding, this is on a first come first served basis.
d. LCC are aiming to be zero carbon by 2050
e. The Covid vaccine programme is going well in East Lindsey.
f. The Hall Lane nameplate will be checked.
Dist Cllr Jones reported:
a.Seminars are available to consider the new housing strategy for East Lindsey. It is aimed to try and spread housing to some smaller villages.
b.There is £1000 in funding available for anything Covid related.
c.The bin collections have been disrupted due to the workforce having to isolate due ot Covid.
7.40pm Dist Cllr Jones left the meeting
7.40pm PCSO Teresa Keys arrived at the meeting and reported:
a.There is a problem in Stickney with fly-tipping, if anyone knows who is doing this please report to the Police.
b.Speeding at Fodderdyke Bank into Horbling Lane will be checked with a radar gun in due course.
c.Hare coursing and poaching is an issue in the area, please report anything on 101.
d.Lincs Alert us coming to an end. The Police post on Nextdoor, but the site is not monitored and they cannot see comments made. Always report incident on 101 or 99 where appropriate.
3. To receive declarations of interest in accordance with The Localism Act 2011
There were no declarations of interest.
4. Notes of the meeting held on 03 December 2020 to be approved and signed as minutes
It was proposed by Cllr Bolland and seconded by Cllr Prichard that the minutes be signed as a true record after it was noted that the date in No 4 should be 05 November and not 03 September, they will be signed by the Chairman in due course.

8. To receive report and comments regarding Viking Link
a. A report has been sent to all Councillors, there were no comments made.
b. Viking Link are arranging for presentations to be made regarding the funding for schools.
9. Grass cutting 2021
Following discussion it was resolved that the contractors who cut the cemetery, the play area and the public footpaths in 2020 would continue for 2021.
10. To receive play area report
a. The play area inspection report
The report has been sent to all Councillors, there is only one issue to be dealt with, the swings need the seats replaced. Bolts have been received to replace the missing ones.
b. Any other matter
Due to the amount of rain the play area has some flooding.
11. Stickney News
a. No issue in February due to Covid 19, is a March issue to be printed?
Following discussion it was resolved that there would be no March Stickney News, this is to safeguard the volunteers who deliver the magazine and the residents who receive it.
b. Advertising
All the advertisers have been contacted to ask if they want to continue for 2021, only one has replied. They will be asked again ready for the possible April magazine.
12. To approve the representative on the William Lovell Foundation
a. The Clerk gave the name of the resident who is willing to represent the Parish Council on the William Lovell Foundation, it was resolved that the resident be appointed.
b. The volunteer’s details will be passed to the Clerk of the William Lovell Foundation.
13. Cemetery and churchyard – dead tree by the footpath in the Churchyard
Nothing has been received from the contractors, the Clerk will chase them up ready for the next meeting.
14. Planning applications received
Observations were made regarding the following planning application:
S/169/02291/20 - Mrs J Baines - Erection of a detached bungalow with an attached garage on the site of the existing dwelling which is to be demolished at Maidens, Hall Lane. The public footpath that runs through this plot must be kept, as per the Countryside Access comments.
