Minutes of the Stickney Annual Parish Meeting held on Thursday 04 April 2024 at 7.30pm in the Youth Centre, Hall Lane
The meeting was chaired by Cllr Edwards
1. Apologies
Apologies have been received from Dist Cllr Jones
Present: Eight members of the public, seven Parish Councillors, Dist Cllrs Ashton and County Cllr Bowkett
2. Minutes of the Annual Parish Meeting held on 25 April 2023
The Chairman read out the minutes, it was resolved that these be signed as a true record.
3. Chairman’s annual report
The Chairman read out the annual report, a copy is attached and a copy of this will be put in the Parish Magazine.
4. Speaker:
The LRSP and Dog Warden were unavailable to attend the meeting)
A representative from the William Lovell came along to speak about the artwork being planned by the art students, that will result in a mural being painted in the bus shelter at Main Road. The mural will be part of the students course work as they are putting ideas together following research into the village. It is hoped that the work will be done in July this year.
5. To receive reports from:
County Cllr Bowkett:
a. The LRSP and the Police will come to talk to the residents at another time, perhaps in July?
b. The Puffin crossing will is a work in progress and will be sited on the Main Road in six to eight months.
c. Footways at Main Road and Hall Lane will be sprayed in June and Holmes Road, Lancaster close and Horbling Lane will be done in July.
d. The Call Connect App is now available for booking as well as online. Any bus journey is £2.00 whether Call Connect or the service buses. LCCC are trying to get residents to use the bus services and a survey can be completed at www.letstalk.lincolnshire.gov.uk/buses, there is also a copy of the survey in the County News.
e. Questions were asked about speeding on the A16 and Horbling Lane – this is a subject for the LRSP and the Police to deal with. A request for average speed check will be put to LRSP.
Dist Cllr Ashton:
a. ELDC have set the budget. There has been a windfall in Business Rates from Viking Link, this may be available for up to five years only. This will enable the District Council to fund new projects in the Market Towns and the Parishes. Some areas do not have a Parish Council, just a Parish Meeting – they do not have any finances to purchase, for example, a bench, this money can be used for things such as this.
b. ELDC have opposed the pylon suggestions for the Fens, along with LCC. It is hoped to get the Fens realised as an area of Outstanding Natural Beauty, matching the adjoining Wolds. Natural England are the decision makers for this to happen.
c. Coastal areas:
i. Mablethorpe – plans for Carbon Capture, private companies are bringing opportunities to the area with high end jobs included.
ii. Skegness Gateway – this will grow the population and in turn benefit schools and the health service.
iii. A new sea wall should be built to keep the sea where it is.
iv. Witham fourth managed to deal with the rain water, pumping 12,000 gallons of water a day for five days for the Environment Agency. The Environment Agency need funding to help with drainage maintenance. A Rivers Plan for Lincolnshire would help everyone work together to deal with flooding of any kind.
5. Any other business – open to members of the public
Litter being deposited in the cemetery bins may be the litter picker who stores the full bags until the cemetery bins are due to be emptied.
The primary school are wanting any old paint or building materials to help ‘cheer up’ some old sheds in the school field.
A resident pointed out the fact that Parish Councillors give their time for free to do the good work they do – it is much appreciated.
