Minutes of the meeting held on Thursday 02 September 2021 At 7.30pm in the Eastville, Midville & New Leake Village Hall

1. To accept apologies and reason for absence

Apologies:  Apologies were accepted from Cllr Cooper and County Cllr Bowkett

Present:  Cllrs Pavely, Pritchard, Lawrence, Sherriff and Bolland (Chairman)

Cllr Cockburn is now disqualified due to non-attendance at a meeting for 6 months and not giving apologies, ELDC will be advised.

2. To receive reports from representatives on outside bodies 

There were no representatives from outside bodies present.

3. To receive declarations of interest in accordance with the Localism Act 2011

There were no declarations of interest.

4. Notes of the meeting held on 01 July 2021 to be approved and signed as the minutes

It was proposed by Cllr Sherriff and seconded by Cllr Pavley that the notes be signed as the minutes.

5. Clerk’s report

The Clerk had nothing to report, all matters are on the agenda

The Chairman had nothing to report, everything is on the agenda.

d. The deposit card has been requested from HSBC.  New bank charges will be applied to the bank account from 01 November.  Following discussion it was resolved to as Lloyds about opening a new account for the Parish Council.

8. To receive play area report

a. There are no issues with the play area.

b. The graffiti has not been removed as nothing has been found that will remove it.

9. Planning applications received for this meeting

There were no planning applications for discussion.

10. To report comments on applications received in august via email

S/169/01324/21 Mr R Harness & Son Detailed Particulars relating to the erection of 3 no. houses each with detached double garages with living space above, (outline permission Ref. No. S/169/511/18 which was for the erection of 3no. dwellings each with double garages granted on 18 June 2018) at land adjacent to Perivale, Main Road.

Asked if the properties can be bungalows rather than houses out of respect for the residents in the existing properties at Main Road.

S/169/01536/21 Lindensium Developments Ltd Detailed Particulars relating to the erection of 13no.dwellings, associated garages and construction of a vehicular access. (outline planning permission reference no. Outline erection of 13no. dwellings granted on 13th May 2019) at Sunnyside Farm, Main Road.

No comments due to outline planning permission being in place. 

S/169/01584/21 Fiji Homes and Developments Ltd Planning Permission - Erection of 4 no. houses with associated garages and construction of vehicular access road at Land at The Nook, Main Road.

No comments due to outline planning permission previously being approved.

11. To report any planning decisions from ELDC

Full planning permission has been received for:

S/169/01314/21 Inizio Limited Erection of 4 detached bungalows, 3 detached houses and 2 detached houses with attached garages (9 dwellings in total) with associated garages.  Erection of fencing to maximum height of 1.8 metres.  Construction of vehicular access and internal access roads and associated infrastructure works at Land adjacent to Perivale, Main Road.

12. To receive reports for LCC highways

a. New 30mph signs have been ordered to replace the damaged ones.

b. The Hall Lane and the Horbling Lane nameplates need to be reported for repair.

c. The public footpath reported at the last meeting is now passable.

d. Will the footways be ‘slurry sealed’ as they have been in Sibsey?

13. To consider Platinum Jubilee celebrations/gifts/beacon

a. The Stickney Show Committee are organising the Jubilee Celebrations for Stickney.  The email from Carrington will be passed to the Committee.

b. Following discussion it was resolved to purchase a commemorative medal for all Stickney children up to year 6.  The Clerk will look out for some medals, as non are available at this time.

c. There is nowhere in Stickney to have a beacon.

14. Correspondence – not covered on the agenda

There was no correspondence for this meeting.

15. Matters for the next agenda

a. The purchase of a wreath for Remembrance Day.

b. The tree report for the cemetery

16. Date of next meeting

a. The next Parish Council meeting will be held on 07 October 2021 at 7.30pm.

b. Following discussion it was resolved that the meetings for the rest of 2021 will be held at Eastville, Midville & New Leake Village Hall due to costs of using the Youth Centre in Stickney being £25.00 per meeting and at Eastville being £10.00 per meeting.

c. There will be a Public Forum from 7.15pm.
