01 April 2021 - remote meeting

Minutes of the Stickney Parish Council remote meeting held on Thursday 01 April 2021 at 7.40pm

1. Apologies for absence 

Apologies:  Apologies were accepted from Cllrs Edwards and Cooper and from County Cllr Bowkett

Present:  Cllrs Sherriff, Pavely, Pritchard, and Bolland (Chairman)

Also present:  Dist Cllr Jones

2. To receive reports from representatives on outside bodies 

There were no representatives form outside bodies present.

3. To receive declarations of interest in accordance with the Localism Act 2011

There were no declarations of interest.

4. Notes of the meeting held on 04 March 2021 to be approved and signed as minutes

It was proposed by Cllr Bolland and seconded by Cllr Prichard that the minutes be signed as a true record, they will be signed by the Chairman in due course.

5. Clerk’s report covering matters from the March meeting

The Clerk had nothing to report

6. To receive a report from the chairman

The Chairman had nothing to report. 

7. Finance report:

a. To report the following payments will be made:

8. To receive play area report

a. The bolts will be put in the slide tomorrow.

b. The swing seats have been ordered and will be fixed by the supplier.

9. Insurance – any amendments required

All Councillors have a copy of the renewal schedule, there were no amendments to report.

7.45pm   Dist Cllr Jones arrived and reported:

a. ELDC have concerns about visitors to the coast with the easing out of lockdown starting at Easter.  Advertising is in place regarding social distancing and removing rubbish.

b. It is hoped that workers can reintegrate safely back into the workplace.

c. The Parish Council will get a Community Grant to remove the dead tree at the Churchyard.

d. The Primary School will get a Community Grant, Covid related, to purchase a couple of laptops and headsets for use by pupils should they have to isolate.

e. There is going to be a push to get more potholes repaired.

f. Census forms should be completed and returned by 21 April 2021.

10. Cemetery and churchyard

a. Dead tree in Churchyard

The Vicar has not yet advised if the tree can be cut to a height to make it into a seat.  The Clerk will ask again.

b. U K Waste Solutions

i. The skip will re-start to be emptied from 12 April.

ii. The Waste Transfer Notice has been completed and returned to U K Waste Solutions.

c. Valuations Office Agency

A form has been received regarding the Cemetery.  Information dating back three years is required and estimates of how many spaces will be left in ten years, the clerk will deal with this.

11. To receive reports for highways

There are a number of dips in Stickney Lane, these are being monitored by LCC.

12. Planning applications received 

The Parish Council have looked at and supported the following planning applications:

S/169/02219/20 Mr & Mrs D Phipps Change of use of land for the siting of 1 touring caravan and 1 static caravan to be used by travelling show people, erection of a building to provide a utility block, provision of a sceptic tank, internal access track and associated hardstanding and construction of a vehicular access at Land off Bar Green Lane.

S/169/00468/21 W A Longdon Erection of a detached single garage at 12 Mary Lovell Way.

S/169/00355/21 Mr & Mrs Chapman Extension and alterations to the existing dwelling to provide a ground floor study and store with 2 first floor bedrooms over on the site of part of the existing dwelling which is to be demolished at The paddocks, West Fen Lane.

S/169/00488/21 Mr & Mrs P Wilson Outline erection of 1 dwelling at Wydale House, Main Road.

13. To report any planning decisions from ELDC

Full planning permission has been received for:

S/169/01002/20 - Sleaford Building Services Ltd - Section 73 application in relation to condition 1 (approved plans) as imposed on planning permission reference S/169/02417/17 which was for detailed particulars relating to the erection of 50 dwellings and associated garages, foul water pumping station, attenuation area, landscaping and vehicular parking (outline planning permission ref: S/169/01275/15 for the erection of up to (approx.) 50 dwellings granted 18.100.16) at Land rear of Sanlyn, Main Road

S/169/02257/20 - Mr R Williams - Excavation of land to provide a fishing lake and creation of a perimeter earth mound to a maximum height of 2m at proposed fishing lake, West Fen.

14. Matters for the next agenda

There were no matters for the next agenda.

15. Date of next meeting

The Annual Parish Council Meeting will be held remotely on 06 May 2021 at 7.30pm followed by an ordinary meeting at 7.35pm.
