Minutes of the Stickney Parish Council remote meeting held on Thursday 06 May 2021 at 7.35pm

1. Apologies for absence 

Apologies:  Apologies were accepted from Cllrs Edwards and Cooper 

Present:  Cllrs Sherriff, Pavely, Lawrence, Pritchard, and Bolland (Chairman)

Also present:  Dist Cllr Jones

2. To receive reports from representatives on outside bodies 

Dist Cllr Jones reported:

a. Face to face meetings will have to be held after 07 May.

b. Platform Housing have £1.4m for social housing.

c. ELDC have £226,000 available in grants to help create safe environments for local trades.

7.40pm  Dist Cllr Jones left the meeting

3. To receive declarations of interest in accordance with the Localism Act 2011

There were no declarations of interest.

4. Notes of the meeting held on 04 March 2021 to be approved and signed as minutes

It was proposed by Cllr Bolland and seconded by Cllr Sherriff that the minutes be signed as a true record, they will be signed by the Chairman in due course.

5. Clerk’s report covering matters from the April meeting

The defibrillator has been checked and a new battery and new pads have been ordered at a cost of £55.00.  Monthly checks are to be carried out by the Clerk when the new battery has been fitted.

6. To receive a report from the Chairman

The Chairman had nothing to report.

8. Audit for the year ended 31 March 2021

The Clerk checked with the Council that it was still in order to use Evelyn Sands for the internal audit, it was resolved that this could continue.

9. To receive play area report

a. The baby swings are cracked and need to be replaced.

b. It was resolved that new seats be ordered.

c. The Chairman will advise the Clerk if the flat seats have been replaced, if they are not in place then all seats can be replaced at the same time.

10. Cemetery and churchyard

a. Nothing can be done to the dead tree until after the nesting season, although it is difficult to see which tree is dead.

b. Ivy needs to be cut from the base of some trees, quotes will be sought for this work.

c. An email from a resident regarding the churchyard was read out, a reply was agreed.

11. To receive reports for highways

The deep dip in Stickney Lane is getting worse.

12. Planning applications received 

The Parish Council have looked at and supported the following planning applications:

S/169/00636/21 - Mrs M Caddamy - Installation of a retractable shop awning and provision of an external seating area at Stickney Bakery

S/169/00367/21 - Mrs M Caddamy - Consent to display 1 retractable awning/canopy at Stickney Bakery

13. To report any planning decisions from ELDC

Full planning permission has been received for:

S/169/02219/20 - Mr & Mrs D Phipps - Change of use of land for the siting of 1 touring caravan and 1 static caravan to be used by travelling show people, erection of a building to provide a utility block, provision of a sceptic tank, internal access track and associated hardstanding and construction of a vehicular access at Land off Bar Green Lane.

S/169/00468/21 - W A Longdon - Erection of a detached single garage at 12 Mary Lovell Way.

S/169/00355/21 - Mr & Mrs Chapman - Extension and alterations to the existing dwelling to provide a ground floor study and store with 2 first floor bedrooms over on the site of part of the existing dwelling which is to be demolished at The paddocks, West Fen Lane.

Following discussion it was resolved to clearly state any issues with planning applications.

14. Matters for the next agenda

a. Parking issues at the Primary School and at William Lovell Academy

15. Date of next meeting

The next meeting will be held on Thursday 06 May 2021 at 7.30pm in the Youth Centre, Hall Lane.  There will be a public forum from 7.15pm.

 

There being no further business the meeting closed at 8.35pm
