Notes from the public forum held on 07 July 2022
There was one member of the public present who came along to talk about a planning application and to answer any questions from the Parish Council.
Minutes of the meeting held on Thursday 07 July 2022 at 7.35pm in the Eastville, Midville & New Leake Village Hall
The Clerk advised the meeting that the resident, co-opted at the last meeting, is not joining the Parish Council at this time.
1. To accept apologies and reason for absence
Apologies: received and accepted from Cllr Pavely
Present: Cllrs Edwards, Sherriff, Pritchard and Bolland (Chairman)
Also Present: Dist Cllrs Jones and Ashton and one member of the public
2. To receive reports from representatives on outside bodies
a. Dist Cllr Jones reported:
i. Mablethorpe has been recognised as one of the best beaches in Britain.
ii. The commonwealth Games Baton will be in Skegness and in Boston on the morning of 11 July 2022.
b. Dist Cllr Ashton reported:
i. The Burger Van has now closed and has been moved although LCC Highways had no issues with it being sited in it’s position. Planning permission will be required if it was to re-open.
ii. There is a consultation out for the diversion of the public footpath at the sewerage farm, if the Ramblers object then it will be another 25 years until this can be considered again.
iii. Seven new ‘fully accessible to all’ toilets will be purchased for the district.
iv. A Hedgerow and Tree Policy for the District Council can be adopted into the Planning Policy to protect the trees and hedgerows.
v. Plans for pylons to be erected from Grimsby down the East Coast will be presented to ELDC. These are to enable green energy to be distributed, via Bicker, to a wider area of the country. ELDC would like to see a local sub-station, which would provide business rates for the Council.

3. To receive declarations of interest in accordance with the Localism Act 2011
There were no declarations of interest.
4. Notes of the meeting held on 09 June to be approved and signed as the minutes
It was proposed by Cllr Pritchard and seconded by Cllr Sherriff that the notes be signed as the minutes.
5. Clerk’s report
a. The required audit paperwork was sent to the external auditor on 29 June 2022.
b. The re-declaration has been completed for the Pensions Regulator.
6. To receive a report from the Chairman
The hedge at the cemetery needs to be cut as it is encroaching into the road, the Clerk will ask the contractor to do this job.

a. The sign cannot be cleaned, it was resolved to get a quotation to replace it.

The following applications were looked at and supported by the Parish Council:
S/169/01080/22 - RH Developments Limited - Erection of a house with attached double garage and
construction of a vehicular access at Former Welbourne, Main Road
S/169/01099/22 - Mr A Downes - Hybrid application for the outline erection of a restaurant and bar and planning permission for the change of use of land to site 4 holiday lodges for seasonal occupation. Excavation of land to form a lake (works already completed) at Greenacres Farm, Midville Road.
S/169/01104/22 - Mr J Young - Erection of a house with attached garage at Holmlea, Main Road
S/169/01194/22 - RH Developments Limited - Erection of a house with integral garage and construction of a vehicular/pedestrian access at Former Welbourne, Main Road

10. To report any planning decisions from ELDC
Refusal of planning permission has been received for:
S/169/00361/22 - Mr K Holland - Erection of a house and detached garage with games room over, existing dwelling to be demolished at Land off Main Road
An appeal has been lodged in relation to:
S/169/00084/22 - Mr A Cuzens - Outline erection of 6 dwellings at Hollywood, Main Road (ELDC have not given a Notice of Decision after 8 weeks)
No Notice of Decision has been received for:
S/169/01887/20 - Bowbridge (Kier) Limited - Section 73 application in relation to condition 4 (affordable housing) as imposed on planning permission ref no S/169/00775/05 which was for erection of 46 houses, construction of vehicular access and estate roads, private drives, car parking area and footpaths; and pumping station; provision of public open space and erection of screen wall (2 metre max height), dwarf wall and railings (1.5 metre max height) and dwarf wall (1 metre height) at Land north of Hall Lane
S/169/01928/21 - Mr M Cannon - Outline erection of 9 dwellings (with means of access, layout and scale to be considered) at Castle Rock Caravan, Main Road
S/169/02583/21 - Moschatel Limited - Outline erection of a foodhall/shop, 4 industrial units and 52 residential dwellings (with means of access, layout and scale to be considered) at Land at Braybrooks House, Main Road
County Cllr Bowkett reported:
a. LCC have put in a £1m bid for 100 electric car charging points and rapid charging points for Lincolnshire.
b. Lincolnshire Police have spent £20,000 on night vision cameras for use in rural areas.
c. Drop off points for NHS equipment that is no longer being used are now available in recycling sites. It is hoped that there will be drop off points at hospitals in the future.
d. The yellow road markings on the A16 and by the school are to be re-painted.
e. The 30mph speed limit on the A16 will be put out for consultation.
f. There are now changes to how local GP surgeries are being organised.
