Notes from the public forum held on 05 June 2025

 

There were five members of the public present, together with Dist Cllr Jones.  It was reported that the attendees at the Annual Parish Meeting found it hard to hear the speakers, a microphone was offered for the next public meeting.  Questions were asked about the weeds already growing through the recently slurry sealed footway at Horbling Lane.  There is a crack in the footway from No35 Hotbling Lane to the bridge, this will be reported to the new County Councillor.  Stickney History Group were given permission to use the Parish Council records at the exhibition in September.  The 30mph speed signs will be moved to Hall Lane and to Horbling Lane.  It was reported that free 30mph signs are available from  the LRSP.  Can the Speed camera van visit the Main road in Stickney?  Flooding may cause an issue at a development off Main Road, residents should advise ELDC and Witham Fourth IDB.  A chair has been dumped in Horbling Lane, this should be reported on Fix my Street.

Minutes of the meeting held on Thursday 05 June 2025 at 7.45pm in the Youth Centre, Hall Lane

 

1. To accept apologies and reason for absence

 

Apologies were accepted from Cllrs Pritchard and Edwards and County Cllr Hume

 

Present:  Cllrs Burton, Gray, Hopkins, Pocklington, Pritchard, Sherriff, Jones (Chairman)

 

2. To receive reports from representatives on outside bodies

 

County Cllr Hume reported that she had attended, and is still attending, training.  She hopes to be at out July meeting with answers to questions emailed after the May meeting.

 

Dist Cllr Jones reported:

a. The planning department will be informed about the potential flooding at Main Road properties.

b. It is important to do a Neighbourhood Plan for the Local Authority to refer to for future planning applications.  ELDC are working on a 5 year housing plan hence the necessity for Neighbourhood plans.

c. Both LCC and ELDC have withdrawn from discussions regarding the Nuclear Waste Site at Theddlethorpe.

d. The dog ban on some of East Lindsey beaches is now in force.

e. All households will be provided with an indoor food recycling caddy which, when full, will be emptied into the outdoor food recycling bin.  The outdoor bin is about half the size of a normal waste bin.  This will be rolled out before March 2026.

f. Elif grants of up to £25,000 and Councillor Community Grants are still available.

g. ELDC have appointed a S106 officer to deal with funding requests from the NHS and Education Departments and put them to developers for payment.

h. A question was asked about the protection of Yellow Hammers (birds) as there are some nesting locally.  Dist Cllr Jones advised to inform the Planning Department.

6. Clerk’s report

 

The Clerk reported:

a. The grant application for £500.00 Councillor Community Grant had been completed and signed by Dist Cllr Jones.

b. There will be a Funding Fair at the ELDC Hub in Horncastle on Wednesday 09 July 2025 between 6.30pm and 8.00pm.

 

7. Chairman’s report

 

The Chairman asked if it would be a good idea to invite the MP to a Parish Council meeting or to arrange a public meeting with the MP in attendance.  Following discussion it was resolved to have a public meeting.  The MP will be asked when he is available for this meeting.

9. Planning applications received

 

Objections were made to the following application:

 

02233/25/FUL - Mr S Halliday - Change of use of land to use for the stationing of caravans for residential purposes (works complete) at land Adjoining Mill House, Main Road

The sight lines for pulling out of the site entrance onto the A16 are very short, the access is opposite the car park entrance to the surgery too.  The land levels are already raised and this is causing flooding to neighbouring properties gardens.  Both the brown and grey waste water from this site is going directly into a dyke and not through a septic tank.   The Public footpath should be maintained and clearly marked and respected by those driving to the site and Mill House.  The access is by private road and not a public right of way named Sunny Lane. 

 

02386/25/RVC - Clarke Construction Group - Section 73 application to vary conditions 2 (approved plans), 4 (vehicular and pedestrian access) and 6 (surface water) previously imposed on planning permission S/169/01314/21 fir erection of 9 dwellings at land adjacent to Perivale, Main Road

Properties 1 and 2 do not have a turning point and they are very near the access to the development.  The access position does not show the proximity of the roads accessing the A16 on the opposite side, it will be between Stickney Meadows and Stickney Chase.  Recently there has been some serious accidents in this area of the A16.  The levels of the site must not be raised too high so that flooding in the gardens of neighbouring properties is prevented.

12. To discuss the lights for Christmas 2025

 

a. The cost of Christmas 120m of Christmas lights, commercial rated, together with battery boxes and batteries will be in the region of £350.00.

b. It was resolved to ask Dist Cllr Ashton for a Community grant towards these costs.

 

13. Cemetery works grant application

 

a. The Elif grant application that had been circulated to Councillors prior to the meeting, was approved ready to be sent to the funders.

b. The application, together with the paperwork required, will be sent before the deadline of 13 June 2025.

 

14. To receive update regarding two licences from LCC

 

a. The licence for the paving by the bench at Horbling Lane has been approved.  Cllr Pocklington will look into the supply of materials.  Cllr Gray will advise what is needed and when work can be carried out.  All invoices for materials will be sent to the Clerk.

b. A meeting will take place on 18 June regarding the planters at the William Lovell Academy.

 

15. To consider possible cycle route from Stickford to SibseyNorthlands

 

County Cllr Hume has been asked if the request has to be passed to LCC via the County Councillor or could she advise who should be contacted about this.  No reply has been received.

 

16. To report highways issues

 

a. To discuss Community Speed Watch

i. Cllr Burton has researched the prices for some hand-held equipment, with a screen that shows the speed the camera is showing.

ii. The Clerk has asked the LRSP for prices from nominated suppliers.

 

b. To discuss interactive speed signs

i. The Clerk is going to meet with the LRSP to discuss where the interactive signs can be sited at Main Road, Horbling lane and Hall Lane.

ii. A new quotation has been sought for the signs and questions asked to ensure the understanding where solar panels are concerned.

iii. Councillors attending the funding fair will check on grants for interactive speed signs.

 

c. To discuss repeater speed signs in the village

Repeater signs will not be sited on the roads off the A16.

 

d. Any other highways issues

There were no other highway issues.

 

17. Play area report

 

a. A resident has a grease gun and will grease the witches hat.

b. The bins are well used, but the rubbish sometimes blows out.  Following discussion it was resolved to look for some new bins that are no so open.
