Notes from the public forum held on 05 September 2024

 

There were two members of the public present, together with County Cllr Bowkett and Dist Cllr Jones. Inappropriate activities in the picnic area were reported, advice was given to report direct to Police on 101.  Dog poo is not being picked up and put in the dog bins provided at the picnic site.  The road markings at the Hall Lane and Horbling Lane junctions at the A16 need re-painting, County Cllr Bowkett will look into this.  Certain vehicles speeding along Horbling Lane will be reported to the Police with the times they are committing the offence.  Young people doing ‘wheelies’ on their bikes in the middle of the A16 are causing an issue with other traffic, concerns were expressed due to darker nights approaching – this is classed as anti-social behaviour and should be reported on 101.

Minutes of the meeting held on Thursday 05 September 2024 at 7.35pm in the Youth Centre, Hall Lane

 

1. To accept apologies and reason for absence

 

Apologies were received from Cllrs Gray, Burton and Edwards.

 

Present:  Cllrs Pritchard, Hopkins, Pocklington, Sherriff and Jones (Chairman)

 

2. To receive reports from representatives on outside bodies

 

a. County Cllr Bowkett

A written report has been sent to all Councillors

i. LCC have signed up to the National Trading Standards teams new scams charter.  The joint action with other agencies signing up is to try and stem the increase in fraud, scams and financial abuse.  75% of UK adults have been targeted by scams with 35% losing money.

ii. Council tax fraud warning, always hang up if someone rings you regarding unpaid Council Tax and call the official number to verify the call 01507 601111.

iii. Installation of the puffin crossing is to commence on the 23 September and will take around five weeks. 

iv. Bar Green Lane be resurfaced between 24 and 26 September.

v. Household Support Fund, the sixth round is announced taking the program up to April.

vi. Enforcement will be looking into the situation with the snack bar. 

vii. County Cllr Bowkett will look into the ownership of a piece of land at Main Road.

viii. Solar interactive speed signs can be purchased at £2150.00 with poles.

 

b. Dist Cllr Jones

i. A Crime an Order report, carried out by the Community Safety Partnership, is available on the ELDC website.

ii. ELDC have a one-off investment fund of £10m to distribute in the form of grants for larger projects in the District.

iii. 7 – 11 years old children will get the opportunity to have their art work displayed on bin trucks in the District.

iv. Councillors asked if Stickney can be downgraded to a ‘small village’ as it no longer meets the criteria for a ‘large village’.  Dist Cllr Jones and County Cllr Bowkett will look into this.

3. To receive declarations of interest in accordance with the Localism Act 2011

 

There were no declarations of interest.

 

4. Notes of the meeting held on 04 July 2024 to be approved and signed as the minutes

 

It was resolved that the notes, previously circulated, be signed as the minutes.

 

5. Clerk’s report

 

a. The Audit was sent to the External Auditor on time.  An email has been received today with some questions, the Clerk will deal with these.

b. Artificial flowers and plant pots have been removed from the plaques in the Garden of Remembrance in line with the Cemetery Rules and Regulations.

 

6. Chairman’s report

 

Cllr Jones expressed thanks to the young people who worked on the mural in the bus stop and also to the Gardening Club for organising such a busy and well attend Stickney Show.

 

7. To consider a donation to the Hundleby Community Choir

 

a. An email has been received requesting a donation to this Community Choir who performed at the Christmas event last year.

b. Following discussion it was resolved to give a donation of £50.00

9. Planning applications received

 

The Parish Council objected to the following planning application:

 

S/064/01147/24 National Grid Electricity Transmission - Consultation from PINS on an EIA scoping opinion on eastern Green Link 3 an d4 at Eastern Green Link 3 and 4, Firsby Road, Great Steeping

Seven days is not enough for this consultation.  The Parish Council support both he District and County Council in their views on the planning application.

 

The Parish Council had no objections to the following planning applications:

 

S/169/00988/24 - Firth Brothers Developments - Erection of a residential double garage at The Nook, Main Road.

 

S/169/01088/24 - Mr H Hiley - Section 73 application to remove condition 3 (commercial use) and vary condition 4 (welfare use) as previously imposed on planning permission S/169/00113/24for the change of use to Nature Conservation Area.  Including replacement access, revised parking and turning and relocation of mobile home at Land adjacent to Station Business Park, Main Road

 

10. To report any planning decisions from ELDC

 

FULL planning permission has been received for:

 

S/169/02246/23 - Mr Littler & Miss Brown - Extensions to existing dwelling to provide additional living accommodation to include an attached annexe at Thorpelands, Hall Lane – amendment

 

Approval to vary conditions has been received for:

 

S/169/02359/23 - Mr D Biggadike - Reserved matters application relating to the erection of 6 houses and garages (outline planning permission ref S/169/0084/22 – granted on appeal) at Hollywood, Main Road

 

11. To receive comments on the Lincolnshire Minerals and Waste Local Plan

 

There were no comments made regarding this plan.

 

12. To discuss quotations to replace the notice board at the shop

 

a. Two quotations have been received for a new notice board to be placed on the shop wall.

b. Following discussion it was resolved to have a contractor who will clear the old notice board and any waste away - £790.00 including VAT

 

13. To receive report regarding trees in the churchyard

 

a. A quotation for the work to get the trees away from the roof of the Church has been received - £241.50 + VAT.

b. The work to the trees has been ordered.

c. Lincolnshire Tree services have removed the ivy from around the telegraph pole in the cemetery hedge.

 

14. To receive report from church clock service

 

a. The Church clock service report was read out.

b. The Captain of the bells will arrange to have a new rope fitted.

 

15. To consider making a Neighbourhood Plan for Stickney

 

a. Cllr Jones outlined why a Neighbourhood Plan may be good for Stickney.

b. Further information will be looked into.

c. As many Councillors as possible will attend the LALC Neighbourhood Planning training.

 

16. To report highways issues

 

a. Archer Report

An Archer Report has been carried out at Horbling Lane and at Main Road.  The conclusion is that “the results of the survey together with an analysis of the collision data show that the criteria required for either fixed or mobile speed camera enforcement has not been met”.

 

b. Puffin Crossing

The puffin crossing will be sited on A16 from 23 September.

 

c. Any other matter

i. Highway repairs are to be carried out at Folly Lane/Hagnaby Lock are due to begin at the end  of September.

ii. The mural in the bus shelter has been graffitied, the cost of replacing the surface will be sought ready for the budget.  

iii. Brambles are growing over the fence at the lay-by.

 

17. To receive play area report

 

a. The new sign for the Hall Lane entrance has been put in place.  A further sign with information is required.

b. The Holmes Road entrance sign needs a new cover.

 

18. To discuss the 2024 Christmas event

 

a. Following discussion it was resolved to have the Christmas event on 22 November 2024.

b. It was resolved that more tree lights should be sought.

c. The Hundleby Community Choir will be asked to attend again

 

19. Correspondence received for this meeting

20. Other business – matters for the next agenda

 

a. Wreath for Remembrance Day

b. To consider purchase of an interactive speed sign.

The next meeting will be held on Thursday 03 October 2024 in the Youth Centre at 7.30pm with a Public Forum from 7.15pm
