Notes from the public forum held on 02 February 2023
There were two members of the public present. They came along to ask/report:
a. The 30mph speed limit signs that should be on the A16 where it has been agreed that the limit be reduced. County Cllr Bowkett is looking into this as the signs should be in place now.
b. Will the speed be reduced at the southern end of the A16. County Cllr Bowkett reported that checks had been carried out and they were not meeting the required criteria to reduce the speed limit further.
c. Where will the zebra crossing be sited? County Cllr Bowkett reported that a site meeting will take place to find the safest place for the crossing.
d. Some of the drains along the A16 are blocked. County Cllr Bowkett will ask that the drains be jetted.
e. Some parents park over private driveways while waiting for children, can the driveways have white lines painted across them to prevent driveways being blocked? County Cllr Bowkett will look into this.
f. There is a dip in the footway by School Close after works have been carried out by a utility company – this will be reported to LCC by County Cllr Bowkett.
g. The Parish Council have supported a planning application for an outline development that could consist of 25 properties. There were no actual planning reasons to give to object to the application.
h. Will waiting times be put in the lay-bys on the A16 in the village? This will be looked into.

Minutes of the meeting held on Thursday 02 February at 7.45pm in the Bungalow at The Old Rectory, Main Road
1. To accept apologies and reason for absence
Apologies: There were no apologies received.
Present: Cllrs Sherriff, Pritchard, Edwards, Pavely, Lawrence and Bolland (Chairman)
Also present: County Cllr Bowkett and Dist Cllr Jones
2. To receive reports from representatives on outside bodies
County Cllr Bowkett reported:
a. COVID is still about and everyone should be encouraged to have the booster vaccinations.
b. With strikes taking place in the NHS residents should dial 111 wherever possible.
c. LCC are raising their section of the Council Tax by 5%. Adult Social Care had a shortfall of £19m in 2022.
d. Dogs being kept in a caravan at East Fen Lane are causing a nuisance to residents in both Stickney and in Midville. LCC and ELDC are aware of this issue.
Dist Cllr Jones reported:
a. Green bins for garden waste are due for payment at a cost of £50.00.
b. ELDC has moved to the new Hub in Horncastle, the buildings at Manby have been sold.
c. Skegness town hall has been purchased by the Royal Hotel.
d. ELDC are keeping an eye on a court case regarding sea front hotels in Great Yarmouth being used for migrants when they are for the use of holiday makers.
e. ELDC will increase their section of the Council Tax by 5%. 54% of all council tax is for the local drainage boards, the MP has been asked to try and get a levy for this payment as it only applies to Lincolnshire and Norfolk.

There were no declarations of interest.

It was proposed by Cllr Edwards and seconded by Cllr Sherriff that the notes be signed as the minutes.
5. Clerk’s report
The precept form was returned to ELDC on 20 January, before the final date of 27 January.
6. To receive a report from the chairman
b. The Christmas event went well. Music and better advertising need to be considered for next year.
c. The lights were not damaged so can be used next year.
d. The Jubilee Committee will be asked if they have any plans for Coronation celebrations.

The play area and equipment continue to be checked weekly there are no issues to report.
9. Planning applications received

The Parish Council supported the following planning applications:
S/169/02381/22 – D Kalinowska-Alichnewicz and P Alichnewicz-Kalinowski - Construction of menage for equestrian use at Bar Green Cottage, Main Road.
S/169/02364/22 - Thomas Herbert Clark’s Charity - Erection of 2 dwellings and construction of vehicular access at 4 West Fen Lane
The Parish Council had the observations regarding the following application amendment:
S/169/02583/21 - Moschatel Ltd - Outline erection of a foodhall/shop, 4 industrial units and 50 residential dwellings (with means of access to be considered) at Land at Braybrooks House, Main Road. The access is on a bad bend onto the A16; Should the development be given permission can a Post Office be considered in the shop; Can one of the industrial units be a take away?
b. Discussed at the meeting:
The Parish Council had no objections to the following planning application:
S/169/00087/21 - R K Hobson & Sons - Outline erection of 3 dwellings at Lan rear of Longfields, Main Road.
The Parish Council supported the following planning application:
S/169/00155/23 - Mrs J Howman - Section 73 application to remove condition 2 (agricultural occupancy) as imposed on planning permission reference S/169/2364/88 for the erection of a dwelling in connection with horticulture at Orchid Lodge, Main Road
10. To report any planning decisions from ELDC
Full planning permission had been received for:

11. To receive comments regarding the new proposals for the lay-bys/bus stops at Main Road
a. The new proposals for the lay-by on Hall Lane are acceptable, as are the restrictions at junctions of Mary Lovell Way, Holmes Road and Hall Lane.
b. The proposals for the lay-by/bus stops at Main Road are not reasonable for the six service buses each weekday. There is no service on a Saturday. If they are a clearway it will force the Post Office collection van to park on the Main Road as will any delivery drivers, this will cause a hazard on the A16.
c. Have there been any incidents in the lay-bys that have suggested these proposals be put in place?
12. To receive reports for LCC Highways
a. The potholes at the entrance to Holmes Road are back.
b. There were traffic lights on the A16 for a few weeks before Christmas, what were they there for? Clerk to ask County Cllr Bowkett.
13. To consider the LALC annual training scheme
Following discussion it was resolved not to join the annual training scheme this year.
14. Correspondence – not covered on the agenda
A text has been received from a resident regarding the cemetery grass cutting contract. The current contractors will be cutting the grass in 2023.

The next meeting will be held on Thursday 02 March 2023 at 7.30pm in the Bungalow at the Old Rectory, Main Road. There will be a Public Forum from 7.15pm
