Minutes of the remote meeting held on 21 May 2020 at 7.30pm
1. Apologies for absence
Apologies: Apologies were accepted from Cllr Pavely
Present: Cllrs Pritchard, Lawrence, Edwards, Sherriff and Bolland (Chairman)
Also present: County Cllr Bowkett and Dist Cllr Jones
2. To receive reports from representatives on outside bodies
Dist Cllr Jones reported:
a. ELDC are currently deterring visitors to the East Coast.
b. £32m has been give n to small businesses in the form of grants
c. ELDC are joining executive ranks with Boston Borough Council, making a saving of £1.5m.
d. District Councillors have been given £1000 to distribute in the form of a grant to help any Covid 19 support groups
County Cllr Bowkett reported:
a. LCC are working with other partners to support residents and businesses through the pandemic. County Cllrs have a grant to support their Division, there is £1500 left should it be needed.
b. Household waste recycling centres will be open form 18 May for green waste and wood only, slots for drop off have to be booked.
c. The grass verge cutting has started, details can be found on the LCC website.
d. The new programme of works can also be found on the LCC website.
e. Details of new working gangs were outlined for smaller jobs, footway/drain jobs, drainage gangs and operative patching gangs.
3. To receive declarations of interest in accordance with the Localism Act 2011
There were no declarations of interest.
7.35pm County Cllr Bowkett and Dist Cllr Jones left the remote meeting
4. Notes of the meeting held on 21 May 2020 to be approved and signed as minutes
It was proposed by Cllr Edwards and seconded by Cllr Lawrence that the minutes be signed as a true record, the minutes they will be signed by the Chairman in due course.
5. Clerk’s report covering matters from the December meeting
a. The Duty of Care: Waste Transfer Note has been completed and returned to UK Waste Solutions.
b. A letter has been received form ELDC for the Parish council to claim a £10,000 small business grant in respect of the cemetery, this has not been applied for.
c. Western Power Distribution are going to put the cables in Horbling Lane and some at Main Road underground. They have been advised that the streetlights in Stickney belong to LCC.
d. The mole control contract has been renewed for the cemetery at a cost of £375.00 per year.
e. A letter has support for a Triton Knoll grant has been sent to the Primary School.
6. To receive a report from the Chairman
The chairman had nothing to report.
7. Finance report:
a. To report the following payments:

b. The balances in the bank accounts at 15 May:
i. Current Account: £10,598.96
ii. Deposit Account £11,567.37
iii. No2 Account £4,165.18
iv. Jubilee Account £607.15
c. The precept of £9500.00 has been received.
8. Audit for the year ended 31 March 2020
a. To approve the Fixed Assets
i. The hand-held speed equipment has been removed from the assets register and the notice board has been added.
ii. The Fixed Assets Register will be signed by the Chairman in due course, ready for the Internal Audit.
b. To approve the Statement of Accounts
i. The Clerk read out the figures in the Statement of Accounts.
ii. The figures were approved by the Councillors present.
iii. The Chairman will sign the paperwork in due course, along with the Certificate of Exemption.
c. To complete the Annual Governance Statement
i. The Chairman read out the statements and the boxes were ticked following responses from the Councillors present. The paperwork will be signed in due course
9. To receive play area report
The play area is currently locked, the grass cutters have a key for access.
10. Planning applications received – decisions by email
The Parish Council have looked at and supported:
S/169/00432/20 - Mrs P Latchem - Erection of a detached house on the site of an existing outbuilding which is to be removed and alterations to existing vehicular access at Land adjacent to Grange Farm, Pinfold Lane
S/169/00474/20 - Mr D Franklin - Erection of a house and detached single garage at Thorpland House, Hall Lane
S/169/00640/20 - Mr M Cannon - Erection of a detached bungalow and erection of a garage and construction of a vehicular access at Land adjacent to Main Road
S/169/00622/20 - Stickney Meadows - Erection of a detached house with a 3 bay garage and workshop attached. Erection of a detached building consisting of a swimming pool, plant room and sauna with a gym over. Construction of vehicular access with entrance walls and gate to a maximum height of 201 metres. Change of use of land to equestrian use to include the erection of a stable block consisting of 4 stables, a tack room, store and feed storage area with a hardstanding area and a menage with 4 lighting columns to a maximum height of 5 metres. Erection of a barn for the storage of machinery and straw at Land behind Stickney Meadows, Main Road.
11. To report any planning decisions from ELDC
Full Planning permission has been received for:
S/169/00365/20 - Mrs J Baines - Outline erection of 4 detached dwellings on the site of existing dwelling and outbuilding which are to be demolished at (Maidens), Hall Lane
S/169/00397/20 - Mrs O West - Erection of a detached bungalow with construction of vehicular access, existing sheds and glasshouses on site to be removed at Manzel, Hall Lane
S/169/00432/20 - Mrs P Latchem - Erection of a detached house on the site of an existing outbuilding which is to be removed and alterations to existing vehicular access at Land adjacent to Grange Farm, Pinfold Lane
S/169/00474/20 - Mr D Franklin - Erection of a house and detached single garage at Thorpland House, Hall Lane
12. To receive reports for LCC Highways
a. There has been some surface dressing on the A16.
b. The 0 on the flashing 30mph sign is no lighting up.

a. Parish magazine - consider a copy in July.
